Environmental Financial Reform
With an environmental financial reform, we are using fiscal policy and taxation to redirect towards a sustainable and fair economy and society - by reducing subsidies that harm the environment and society, by placing our tax system on a broader basis and by making the consumption of resources and the burden on the climate more expensive. The additional revenue should be used sustainably for investments in the future and social justice.

| Publicationabstract | Die Haushaltsdebatte um den Klima- und Transformationsfond hat offen gelegt, dass eine konsistenten und langfristig am Klimaschutzausgerichtete finanzpolitischen Strategie fehlt. Stattdessen konterkarieren klimaschädliche Subventionen öffentliche Ausgaben für Klimaschutz. Dieser Beitrag zum Jahrbuch der öffentlichen Finanzen 2023 widmet sich der Frage der öffentliche Finanzierung von Klimaschutz und Transformation in Deutschland. Er stellt aktuell bereitgestellte öffentliche Mittel den Bedarfen gegenüber, die nötig wären, um bis 2030 die Klimaschutzziele zu erreichen. Die Analyse zeigt: in fast allen Bereichen werden zu wenige Mittel eingeplant – und noch weniger tatsächlich ausgegeben. Die Folge: die Erreichung der Klimaschutzziele wird zunehmend schwierigre. Das KTF-Urteil verschärft eben diese Problematik. |
