Environmental Financial Reform
With an environmental financial reform, we are using fiscal policy and taxation to redirect towards a sustainable and fair economy and society - by reducing subsidies that harm the environment and society, by placing our tax system on a broader basis and by making the consumption of resources and the burden on the climate more expensive. The additional revenue should be used sustainably for investments in the future and social justice.

| Publicationabstract | Das vorliegende Papier vertieft den Vorschlag einer Zulassungssteuer für Pkw (FÖS 2020a) und untersucht dessen Verteilungs-, Klimaschutz- und fiskalische Wirkung. Die CO2-basierte Zulassungssteuer würde die Kaufprämien für E-Autos (Bonus) um einen Malus für klimaschädliche Pkw mit Verbrennungsmotor ergänzen und einen Beitrag zur Gegenfinanzierung leisten. Ein solches Bonus-Malus-System kann sozial-, klima- und fiskalpolitisch vorteilhaft gegenüber dem bisherigen Ansatz der Subventionierung von E-Autos sein. |
